1. Preheat oven to 350°F. Combine Ground Beef, eggs, water, bread crumbs, onion, salt and pepper in large bowl, mixing lightly but thoroughly. Form into 48 1-inch meatballs. Place on rack in broiler pan that has been sprayed with cooking spray. Bake in 350°F oven for about 30 minutes until 160°F.
2. In the meantime, combine cranberry sauce, chili sauce, brown sugar and lemon juice in a large stock pot. Simmer slowly until sauce is smooth. Add meatballs. Continue to simmer slowly for 30-45 minutes.
3. Serve meatballs over brown rice, rice or egg noodles.
